Bicycle Parking Plan Arnhem

What?

The city center of Arnhem is the beating heart and is being transformed from ‘place to buy’ to ‘place to meet’.  This also has consequences for mobility in and to downtown and for bicycle parking. In addition to the vision of how to deal with bicycle parking, the Bicycle Parking Action Plan also consists of measures to improve the quality and quantity of bicycle parking.

How?

In addition to the ‘normal’ parts of an Action Plan, such as counting and analyzing the balance between the demand and supply and bicycle parking duration, description of policy principles, overview of parking solutions including space take up and area of ​​application and strategy determination, methods have been used to provide further depth. An inspiration session with the project group led to the aim that a quality boost in the types of bicycle sheds was  desirable. A survey through the city with various stakeholders has been deployed to explore possible solutions. The timing of the plan was important. By adoption through de aldermen, the information became public so that the figures could be used in the coalition negotiations of the new council of Mayor and Aldermen. The report ends with an action plan for short- and longer-term measures including insight into the costs.

Result

The Bicycle Parking Plan was adopted by almost unanimous votes in September 2022. In the Arnhem coalition agreement 2022 – 2026, EUR 500,000,- has been structurally made available annually for bicycle parking downtown. The report and decision is available here.
